Official Proceedings of the Stutsman County Commission – May 17, 2022 At 3:30 p.m., Chairman Klose called the regular meeting of the Stutsman County Commission to order. Dennis Ova, Joan Morris, Steven Cichos, Ramone Gumke and Mark Klose answered the roll call. Klose presented the 2021 years of service awards. Jason Bitz, Insure Forward presented the renewal of insurance policies for the ND Insurance Reserve Fund. The total for 2022 is $105,623. A motion was made by Gumke to approve renewal, seconded by Ova. Roll call vote: Ova, Gumke, Cichos, Morris, and Klose all voted aye. Motion carried. Jim Fettig, Maintenance Supervisor, presented the lawn care bids. Only one bid was received from LawnTech with a bid of $1,253.41. A motion was made by Cichos to enter into contract with LawnTech, seconded by Ova. Roll call vote: Ova, Gumke, Cichos, Morris, and Klose all voted aye. Motion carried. Maureen McGilvrey, Treasurer/Recorder requested a change in signing authority to on the bank accounts, to add Deputy Recorder Tyler Jager as a signer to the accounts. Current signers are Maureen McGilvrey, Jessica Alonge, Susan Koropatnicki. A motion was made by Gumke to add Tyler Jager as a signer to the bank accounts, seconded by Ova. Motion carried. Josh Smaage, IT Director, presented the IT infrastructure upgrade project that would include new network switches and servers. He is requesting no more than $100,000 for the project and would like to use ARPA funds. There is a 50/50 chance to get a Homeland Security Grant, but that will not be determined until November and the upgrade is needed as soon as possible. A motion was made by Cichos to proceed with the project using ARPA, seconded by Morris. Roll call vote: Ova, Gumke, Cichos, Morris, and Klose all voted aye. Motion carried. Jessica Alonge, Auditor/COO presented poll worker wages for the 2022 election. The wages are currently $12.00 per hour and have not been increased in the past 3 years. Hours would be 6:30 a.m. to approximately 8:00 p.m., plus one hour of training. This would be for the individuals that are not county employees. A motion was made by Gumke to increase to $15.00 per hour, seconded by Cichos. Roll call vote: Ova, Gumke, Cichos, Morris, and Klose all voted aye. Motion carried. Alonge also presented the list for appointment of primary election poll-workers. A motion was made by Morris to appoint the listed personnel, seconded by Ova. Motion carried. Alonge presented the Task Force Asset Forfeiture Request in the amount of $230.60. A motion to approve was made by Morris, seconded by Ova. Motion carried. Gene Guthmiller, Guthmiller Earth Moving, Medina, did a grade raise 6 months ago and are owed $700,000. This is south of interstate west of Medina in St. Paul Township. It is not part of a county project and there is an agreement between Guthmiller Earth Moving and St. Paul Township. Emergency Manager Andrew Kirking spoke with the state and the FEMA close out should not take longer than 30 days. Kirking would be happy to talk with Tom Kleven, supervisor of St. Paul Township and Guthmiller to discuss numbers at a later time. Kirking will be meeting with Mike May this week to see what kind of options are available for both township and county regarding the Stink Lake project. Alonge opened discussion regarding the preliminary budget and is looking for a decision on a levy increase percentage for outside agencies. Once a decision is made for the preliminary budget, the amount can go down between August 10th and October 10th but cannot go up. A motion was made by Cichos for a 2% increase sent along with a letter saying it may change, seconded by Gumke. Motion carried. At 4:14 p.m., the Commission meeting recessed for the Park Board meeting. Dennis Ova, Ramone Gumke, Joan Morris, Steve Cichos, Mark Klose, Merri Mooridian (via telephone) and Robert Martin answered the roll call. Alonge presented the Lazy Fish LLC, amendment to approve stage project application. This project will now require removal of the large tree by the building. Lazy Fish is also requesting an extension for completion of the project. Bob Martin would like to see the trees replaced. Gumke would like to have someone ask them to replace the trees. A motion was made by Cichos to allow the extension and the removal of the tree, seconded by Ova. Motion carried. Alonge presented a discussion on grandfathered dock permits. There are currently 2 grandfathered docks that were allowed prior to the land transfer in 2020 for an annual fee of $250. Other dock permits for adjacent landowners are $700. Joan Enderle spoke regarding the grandfathered dock fees including an agreement from 1999 between the Park Board and Bureau of Reclamation. Congress passed a bill with language specific to Jamestown Reservoir. They do not feel that the $700 is fair market value. A motion was made by Morris for the two grandfathered dock landowners to remain at a fee of $250, seconded by Martin. Motion carried. A motion to renew dock permits for Neary, Severson, Maier, Yatskis, Bennion, Wolsky, and Brown at $700 per year was made by Morris, seconded by Cichos. Motion carried. Alonge presented the Minihan dock permit. This parcel was not approved in the original discussion because of the distance from the home to the water. Karl Bergh, Park Superintendent, will check on the ease of access for dock removal is since there is a clause in the permit to not alter the land/soil/vegetation to get access to the water. This issue will be tabled until the June 7, 2022 meeting so that Bergh can check out the location and ease of access for dock removal. Alonge received an email with a request on vendor and food truck parking at the reservoir. Lucas Dockter is renting the Marina building and will be offering food, and the Lazy Fish also offers food. A motion was made by Cichos to deny the request of food trucks at the reservoir, seconded by Ova. Motion carried. A motion was made by Ova to approve the mid-month bills, seconded by Cichos. Plumbing and electrical upgrades have been made to the building. He would like to paint the outside of the building. A motion was made by Cichos to allow the painting, seconded by Gumke. Motion carried. Martin gave an update on water releases at the Jamestown Dam. Releases were increased from 650 to 800, and Pipestem will go from 100 to 150. At 4:55 p.m. a motion was made by Morris to adjourn the park board meeting, seconded by Ova. Motion carried. At 4:55 p.m., the Commission meeting was called back to order. A motion was made by Cichos to approve the mid-month bills and taxable meals, seconded by Morris. Roll call vote: Klose, Ova, Gumke, Cichos and Morris voted aye. Motion carried.
